Taiwan is losing its last allies in Africa

Breaking news! On Thursday 14th of November the president of The Gambia announced the end of an almost two decade-long diplomatic relationship with Taiwan. The move came as a surprise to the international community and particularly to Taipei. Why is this relevant for African-Asian interactions?

The Asian roots of cultural change in The Gambia

In the last 3 weeks I have been conducting fieldwork in The Gambia and Senegal in the framework of the AFRASO project Asian development assistance in Senegambia. My focus is on development cooperation in the agricultural sector. And in the case of The Gambia, the Republic of China (ROC, Taiwan) is one of the most important bilateral donors, particularly after 2005.

S3-E: Asiatische Entwicklungszusammenarbeit in Senegambia

Übersicht: 

Eine der wichtigsten Entwicklungen der letzten Jahrzehnte in den Afrikanisch-Asiatischen Beziehungen ist die Beteiligung asiatischer Akteure in der Entwicklungszusammenarbeit (EZ). Insbesondere in der von der Volksrepublik China (PRC) forcierten Art der EZ, zeigt sich eine klarer Unterschied zu den gegenwärtigen Projekten der OECD-Länder hinsichtlich der damit verbundenen Bedingungen, Auswahlkriterien und strategischen Sektoren.
 
Das Ziel dieses Projektes ist es, das Wesen der chinesischen EZ und deren Auswirkungen auf die ländliche Entwicklung in Afrika miteinander zu vergleichen. Aufgrund des starken politischen Einflusses der chinesischen EZ, beschäftigt sich das Projekt insbesondere mit den unterschiedlichen Merkmalen und Determinanten der Interventionen zwischen der Volksrepublik China (PRC) in Senegal und der Republik China (ROC, Taiwan) in Gambia.
 
Die Feldforschung in der Senegambia-Region ist dabei von besonderem Interesse, da sich hier eine regelrechte „Schlacht“ der EZ zwischen der PRC und ROC abspielt. Ferner bietet sich hier ein Vergleich an, da sich Senegal ist Gambia in Bezug auf verschiedene sozio-ökonomischen und kulturellen Aspekte zwar stark ähneln, sich aber in ihrer Außenpolitik, vor allem in Bezug auf die Anerkennung Taiwans, ebenso unterscheiden. Die Partnerschaft Gambias mit der ROC hat eine lange Geschichte, die bis heute anhält, während Senegal die diplomatischen Beziehungen zu Taipei bis zum Jahr 2005 aufrecht erhielt, diese aber aus Loyalität gegenüber der PRC in Folge fallen ließ.
 
Die wichtigsten Fragestellungen, die es in diesem Zusammenhang zu untersuchen gilt, sind:

  • Was sind die Auswirkungen der PRC-EZ auf die ländliche Entwicklung in Senegal verglichen mit der damaligen EZ der ROC?
  • Was war die Reaktion ROC-EZ für Gambia nach dem senegalesischen Wandel?
  • Führen ROC und PRC eine „Entwicklungshilfeschlacht“ im Gebiet von Senegambia?
  • Was sind die Auswirkungen der chinesischen Hilfe für die ländlichen Haushalte in Senegal und Gambia?

S3-E: Asian Development Assistance in Senegambia

One of the most notorious aspects of the Asia-Africa relationship in the last decades is the active involvement of Eastern actors in the provision of foreign aid. The Asian emerging donors are re-shaping international development cooperation with enormous projects that challenge the traditional DAC approach to development cooperation.

Our contribution to the AFRASO project relates to a case study which reflects some of the complexities of the Asian involvement in Africa. The Senegambia area is an interesting place for analyzing the potential foreign aid competition among different emerging donors. Senegal and The Gambia are two countries that share numerous socio-economic and cultural characteristics, but have differences in terms of colonial history and current international ties with Asians actors, including different approaches in the diplomatic relations with China and Taiwan.  What are the determinants of the Asian aid in these two West African countries? What are the differences and similarities of the development assistance projects from Asian donors? What are the impacts of their aid projects? We expect to shed light on these relevant questions.
